You may be correct that the government may need to get involved to bring about change. However, if the schools believe that government involvement (at the state and federal level) is real enough, then it may be enough motivation for them to implement change on their own. It is kinda like when a parent tells siblings "You better work it out yourselves because you won't like the outcome if I get involved."
