but, the problem is that it is an ivory tower solution with no practical way of implementation. The members are not going to pay somebody and voluntarily relinquish control without being compelled by a higher authority. It is much like the "Chinese Wall" theory that businesses tried to use to get around conflict of interest and anti-trust issues. Works fine in theory but, nobody trusts it practically.
