Instead, the NCAA (or whatever name you want to call the association) should be completely independent from the schools and be solely responsible for enforcing the rules. Basically the NCAA (or whatever name you want to use here) would be structured similar to the Commissioner's Office is for most pro leagues. The schools could vote on the rules, but someone else would be responsible for enforcing them.
