a student athlete what "family situation is better served not receiving the waiver". That is Orwellian in nature and they can't possibly make that judgment. The NCAA should just follow the criteria in place and when it's borderline use common sense. In this case, all the NCAA had to do was contact the Hoffman's and convey the multiple criteria available and guide them to the best outcome. To your point, maybe Mrs. Hoffman wants her son to play this year? Perhaps Brock doesn't want to spend an extra year in college as a graduate student to fulfill his football eligibility? As a diehard VT fan and the father of a D-1 football player with brain cancer, I never once thought of the benefit to VT football. Sometimes situations are just begging for common sense. Something the NCAA time and again seem to lack.
