Aren't they just enforcing the 100 mile rule for a direct transfer?


That's using the guidelines, isn't it?

The player can still play but only after sitting out a year, which seemed to work just fine for the last 25 years.

If they allow a distance over the stated limit, that would be NOT using the guidelines.
