Something to consider...
I realise this will not be a popular view; however, one could give the NCAA the benfit of doubt and argue Hoffman's family situation is better served not receiving the waiver. In effect, denying the waiver does not stop him from transferring but it does keep him from suiting up for games (he would be required to sit out 1 year for the transfer). Not playing in games this coming season would allow him more time with his mother since he would not be required to prep for games and/or travel with the team. He would still be allowed 2 years of eligibility with VT so his biggest issue may be that he does not want to stay in college for 3 more years. In my humble view, the biggest issue to VT fans is that Hoffmann cannot suit up this coming season, which to be fair is a bit self-serving and has nothing to do with Hoffmann's family situation.
