Question regarding NCAA rules


I don't want to belabor this as I think we have spent waaaay too long on Buzz's departure and so forth but I finally found time tonight to view his introductory press conference at aTM and he was quite forthright in stating that when he was flying out of Virginia he called VT players and their parents and recruits and their parents to discuss his move; in other words HE initiated the contact, not apparently the players or their families. My question is this: the NCAA I believe prohibits a coach from contacting players and signed recruits of another school in order to recruit them. As Buzz was no longer our coach when he flew out of Va. why is this (admitted) communication not 'tampering' with players of another school/program. I seem to recall that in the Bill Dooley football days there was an allegation by the NCAA of our staff contacting a player with another school who was thinking of transferring. How is this, in reality, any different if not more egregious.? I know that the transfer portal allows present players to transfer but is the initiation of contact by Buzz (before the players entered the transfer portal ) acceptable? Is contacting (signed) recruits before they announce a request to be released kosher? Not trying to stir the pot but am curious about this.
