Regional Rivalries should play a big part as well.
I'm still of the minority who thinks selling tickets is still very important. People buy tickets to see a rivalry in person.
With the television model, all of the above are a factor, and will remain a factor. The degree of influence of fan base vs market will fluctuate in importance, but both remain a factor. Remember any team in a big television market always has the opportunity to create a fan base overnight if they win. Those in rural areas have to develop one over decades.
