What's hard to develop is biological stuff, skills that were developed over millions of years of evolution across species. Things that require the brain, though, computational tasks, risk evaluations, "what should I do next," etc., these are extremely simple, comparatively, for software.

To put it another way, it'll take longer for a humanoid robot like the Terminator to become commonplace than it will for a software "oracle-of-knowledge" that's primarily constrained by deficiencies in the language/communication skills of the humans asking information of it (Google might be thought of as a primitive version of such a thing).
