I might remember incorrectly

Wasn’t air power still a red headed step child for most militaries at that point in time? And even if they did have some decent planes, the coordination between ground forces and air forces was likely inconsistent and not very efficient. Just 20 years earlier it was biplanes and blimps at war in the skies.

It would not surprise me if technology advanced a lot faster than tactics for air combat and ground support.
