Do you still get the Google logo and only missing the recently visited?

If the answer is yes, then your history was deleted. That is why you do not see then recently visited in the middle. Those will come back as you visit sites. The cursor in the URL bar in a new tab is standard behavior. Maybe you never paid attention to it because you click on a recently visited page in the middle of the screen.
