Using the 1 school per market concept, a reason UCLA may be out


is because a conference only needs 1 SoCal school. If a conference is deciding between USC vs. UCLA, then I could see that conference picking USC. It is possible a conference sees CA as being a 2 school state; 1 NoCal and 1 SoCal.

WRT the AZ schools, I suspect Arizona State's athletic department has more value than Arizona's. At least I would say that Arizona State is probably stronger in football, men's basketball, and baseball than Arizona. Also, Arizona State may have a slight edge in terms of location when you consider that Tempe is a suburb to Phoenix. While Tucson is closer to the AZ-Mexico border than to Phoenix.
