You originally were probably think of stiffness in terms of uniaxial stress


In structures bending stiffness is the more common consideration. My dynamics is a little rusty, but I think that angular momentum often deals with polar moment of inertia (around an axis perpendicular to the section) rather than moment of inertia about an axis (line in the same plane as the section.
