SEALs aren't "pinned" until they complete their training with the teams. They don't get it after BUDS.

Since he never made it through training, thus he was never awarded his trident. I'm really shocked he was wearing it after he was kicked out because that's pretty blatant, and I have no idea how he thought he would get away with it.

There just aren't many SEALs in billets other than the teams or related commands. You'll see some SEAL officers assigned to combatant commands and the Pentagon. A few assigned to Personnel Command (to control the SEAL billets), and an odd guy here or there doing something out of the ordinary, but you'll never see a guy in an aviation command in that capacity. Frankly I'm shocked the CMC didn't check his personnel record once he started wearing in the command. At the very least, would expect the CMC to pick up a phone to call his previous command to get his background. You just don't see SEALs in that type of billet.
