This part of the rule is open for interpretation by the ref. There isn't
a particular number of shots that they are looking for a wrestler to take. This stall call is made when the ref can see one wrestler pushing the pace and making actual shots (not fakes), while the other wrestler is just sitting back and not making any attacks.
The goal of the stall call from neutral position (two standing wrestlers for the layman), is to help promote action wrestling. And it is also meant to reward the wrestler that is attempting the takedown.
