I say "old fashion" because its doesn't have a modern rule that makes it cut and dry where the ref is supposed to call action or stalling (out of bounds) or start a 5 count (when top wrestling holds on below waist).

I believe what you are talking about over the weekend was when the aggressive wrestler would take about 3 shots in a row, and during that time frame the passive wrestler would initiate no offense at all. all. As soon as the aggressive wrestler would initiate that 3rd shot, the ref would call stalling.

No clear rule that I am aware of, but it looked like that was what the ref was looking for.
