Stalling is one of those subjective calls....


...like blocking/charging in hoops or pass interference in football. You not going to get consistency from official to official and the calls are going to often be "imperfect".

When a guy is on bottom and he's just getting dominated he'll get called for stalling but often there isn't a thing he can do about it. Using the out of bounds can't always be called a stall, especially if the wrestler was otherwise being aggressive. I don't think it is practical to absolutely define a stall, nor should there be. Besides, the wrestler receives a warning which sets the tone and allows the wrestler to change tactics, if possible.
