In my observation stall calls appear somewhat random.

I think there should be 30 second hand count and if a reasonable attempt at a wrestling "move" is not made then call stall. But some calls seem like 10 sec and other obvious stalls never get called. One of the refs should perform a 30 sec count between attempted moves.
