I don't think Syracuse owns much of NY. Syracuse football has never been able to knock off PSU or ND in NYC, as much as they think they should.

And I'd say Rutgers commands nothing in NJ, much less NYC which is not many miles away. If Rutgers commanded NJ, they wouldn't lose so many players to PSU and other out of state schools.

I would concur with your thoughts on Kentucky and Colorado. In KY, UL is a relatively small niche in that state.

I might disagree with Utah. I grant Utah has a pretty large advantage being in the Pac 12, which is a P5 conference, compared to BYU. But don't underestimate the draw of BYU, the Mormon ND, especially in the state of Utah.
