It’s specifically for I-81 improvements though

In a perfect world, IMO, what we pay for roads would depend exactly on what roads we drive on so that useful roads get funded and unnecessary roads don’t get subsidized or built.

It makes sense to me to put tolls on large highways and use gas taxes for the other roads. But as much as voters hate tolls, they REALLY hate gas taxes.
