Air Force's scheduling flexibility will always be limited because 2 of its OOC games will be against Army and Navy. As far as offending the DoD, it is possible the DoD may be offended if Air Force was left out of the mix. In terms of research, the Air Force Academy does conduct research too. The Air Force Academy's Annual Research Report for FY2012 was the most current report I could find online.

"The Air Force Academy released its 2012 research report Oct. 8, outlining the Academy's 18 research centers, two Air Force institutes and a program valued at nearly $60 million."

"The Academy's research program is the No. 1 federally funded undergraduate-only program in the nation, according to the National Science Foundation. The program has grown considerably throughout the last decade, from about $10 million in federal and non-federal funding in Fiscal Year 2001 and expanded to more than $70 million in FY 2011."

So Congress may have a vested interest to make sure the Air Force Academy isn't left behind if Army and Navy continue with the P5s.
