Weather peeps hype snow totals at the high end? True or True?

I don't have any evidence but it feels like some (or most?) weather people constantly hype the unrealistic top range of projected snow totals. For example, DC is projected to get 1-3 inches of snow. But I have heard some yahoos saying we could get 6+" of snow. Why do they do this? Self hype? Working with groceries stores and/or Home Depot?

Agree or agree?

Any research studies of this phenomenon?
