At that time, they didn't electronically notify DMV. Owner had to go to DMV

I had once lost a title back in the '80s (the vehicle had been paid off for some time). To the best of my recollection I was able to go to DMV, show my driver's license and get a new title for like $5. I understand though that your current situation is exponentially more frustrating. Don't go Postal at the DMV though. :)
