Not in any way similar

In football you take a knee in victory formation, or if there is a little more time you run into the line, or sidestep in the backfield for a couple seconds before you kneel. Long passes would be poor sportsmanship.

However, you don't take a delay of game penalty on fourth down or kneel on fourth down to cause a change of possession just to have them snap the ball once - assuming at least a two score lead and only a second or so remaining.

In basketball your choices are take a shot or take the "penalty" if the shot clock will go off. Taking a long lower percentage shot (even though higher scoring) is more sportsmanlike than dunking or even giving them the ball requiring an inbounds pass - with about a second left.
