I'm not sure where you really put GT and Louisville

Because GT football isn't big enough / big money enough - though football DOES make more for them than basketball. I guess they aren't successful enough as a football school for me to consider them to be a football school.

And for Louisville, with their football team being bad this year, it really wouldn't surprise me if they made more off of hoops than football. If you take conference sharing revenue out of the equation and just go with ticket sales, naming rights, radio contracts, directed donations, etc. I've got to think that basketball AT LEAST equals football.
