I wouldn't put a lot of stock in any of that
First, a good portion of the Big 12 affirmatively did not want Houston, for recruiting and other reasons. Had the Big 12 expanded, it is very unlikely Houston would have been one of the schools admitted.
Second, Army beating Houston by that margin is not the same as Army beating Texas or even Texas Tech by that margin. Houston is a good G5 program but like all the rest, it does not have the depth and talent that above-average P5 schools have. Moreover, Houston's best player opted out of the bowl.
Finally, the service academies have the same problem UCF or any G5 program have. It's one thing to win a one-off contest against a P5 opponent -- even a really good one like last year's Auburn team that UCF beat in the bowl. It's a completely different thing to compete week after week against P5 talent.
