Regardless it was handled very very poorly.

So ECU again didn't want to wait to make a decision with their previously scheduled opponent and took a better offer with NCSU ? - mostly TIC - but it does give insight to their decision making process.

I also think this whole thing was partly due to their athletic administration being a dumpster fire at the time.
