In terms of the "failure" in football, I do wonder if it was more

about the teams and less about the location. At least in terms of the 2005-2009 years.

-2007 (Jacksonville, FL)
 FSU vs. VT = 72,749
 Wake vs. GT = 62,850
 BC vs. VT = 53,212

-2009 (Tampa, FL)
 BC vs. VT = 53,927
 Clemson vs. GT = 44,897

-2015 (Charlotte, NC)
 FSU vs. VT = 72,379
 Clemson vs. VT = 73,675
 FSU vs. GT = 64,778
 FSU vs. Duke = 67,694
 FSU vs. GT = 64,808
 Clemson vs. UNC = 74,514

(Orlando, FL)
Clemson vs. VT = 50,628 *Note: I blame more on the ACC's decision to change the location in the middle of the season as a reaction to a political decision made by the state of NC.

-Present (Charlotte, NC)
 Clemson vs. Miami = 74,372
 Clemson vs. Pitt = 67,784

At least the attendance figures seem to suggest that they are based more on the participating teams and the size of their fan bases, than their location. Interestingly enough, the SEC decided to move its CCG to Atlanta, which is not centrally located in its footprint, instead of keeping it in Birmingham or moving it to Nashville. While the Big Ten decided to play their CCG in Indianapolis which is centrally located. If the ACC's CCG involved BC/Syracuse/Wake/maybe L'ville vs. Pitt/Duke/GT/maybe Miami, then it may not matter whether the game is played in NC or FL.
