I suspected that is the case.

Should ND join a conference, they risk a level of irrelevance that everyone else risks when they have a bad or mediocre season. They just blend into the mix of "another ACC team" or "another B1G team" that is out of the running for the conference championship.

I think ND likes to think they're special even in seasons when they're not (poor record). Not that I would blame them... who wouldn't want to think they are always special? :)

Looking at it another way... even in a "special" season like ND is having this year, they may not be the best team in the ACC - if they were in the ACC. (We will get a good feeling for this after their next game). A Clemson (12-0) vs. ND (12-0) ACCCG would be a ratings blast - maybe the most significant conference champ game in history! But if ND loses... they would essentially be like Michigan this year - great team, but not a conference champion and playing in a NY6 Bowl rather than the playoffs. Different feel for them I am sure.
