Which now puts it in 4th place behind the 2 playoff bowls & the Champ Game

...my point is that the Rose Bowl is still big, but the playoff bowls and National Championship game have pushed it back in value. That's why the Rose Bowl dragged their feet on the playoff. They knew that and they were right. Bottom line is, it's just not as valuable as it used to be. If you go there in a non-playoff year, you aren't the best team in the conference for at least one of the two schools playing most if not all the time.
