Good question. I'm not sure, but I would guess you are correct...

NCAA Division 1 for men has 206 soccer teams, but for women there are 334 teams.

The top 16 teams like having only 48 make the tournament as they get a bye, but I'm sure teams 49-64 would love to be able to hang an NCAA banner and their coaches would love to tell their AD that they made the NCAA tournament at their performance review.
