The ACC plan was for the divisions to remain, but that the conference could pick the 2 highest ranked teams to play in the championship game regardless of division.

Example
Miami wins the Coastal with with an 8-0 ACC record and an 8-4 record overall and ranked 24th.

FSU loses to Miami and beats Clemson and finishes 7-1 in ACC and 11-1 overall ranked 4th
Clemson only loses to FSU and finishes 7-1 in the ACC, 11-1 overall ranked 5th

The ACC proposal would have allowed the ACC to have Clemson and FSU meet for the title instead of the Coast champ Miami playing the Atlantic champ FSU.
