I beg to differ. Here's Websters definition of Soliciting


1a : to make petition to : entreat. b : to approach with a request or plea solicited Congress for funding. 2 : to urge (something, such as one's cause) strongly. 3a : to entice or lure especially into evil. b : to proposition (someone) especially as or in the character of a prostitute.

They just need to be challenged in court. They are the one's who have conflated selling and solicitation. Selling is not solicitation, what they are doing is solicitation. The sign says no solicitation, not no selling.
