The article quotes Delaney as saying the B1G would go the D3 model and just offer scholarships based on financial need, not athletics. That takes them out, which would also probably take the PAC12 out of the running since they have the long time working relationship with the B1G.

If this is football only, then they would split the TV money equally, and most of these schools would spend every penny on football that they could. To compete in this conference, you need a stadium that will seat at least 80,000. Why 80,000? Simple, ticket revenue. The SEC has 4 schools with stadiums over 100K seats, Texas A&M, LSU, Tennessee, Alabama. It also has 4 over 80K, UGA, FLA, USCe, & Auburn. The ACC has 1 school over 80K, Clemson, and FSU is at 79600.
Here's the average ticket price for each of the SEC schools with seating over 80K, and how much more that they would be able to spend on football than a school with 60K stadium and 6 home games a season.

And those numbers are for just the added seats, not for total seats in the stadium which would be even more. Based on a 6 game home schedule, Tennessee sells $131M a season in tickets. Mississippi sells $36M. Over $100M, just on tickets alone.
There's a reason Mizzou, KY, VAN, MSU, Ole Miss, and ARK can't compete in the SEC anymore, and it's ticket revenue. Even FL and USCe with large stadiums go into a season with a deficit of over $18M to the top teams, and that is just because the top ones charge more per ticket and have higher seating capacity.
So, expansion of this super conference would probably bring about a contraction of the SEC as KY, VAN, MIZ, and MSU/Ole Miss leave. So the 9 leftovers, plus FSU/Clemson would bring it to 11, the only other schools that have the facilities to compete and are not in the B1G/PAC, are OK, TEX, and ND. Notre Dame has already said that they won't follow this model, so they are out. Tex and OU are the only other schools that could compete in this model, so they are in. That's now 13 schools:
