Your realtor to see what your options are under your state law.
On the propane, if the previous owner filled it prior to you living there, call the company, explain the situation, and give them the previous owners new address. If you ordered the propane and expected reimbursement under the contract, you owe the propane company and the previous owner owes you. I would also go back to the realtor for that.

Edit: thought you had the welland LP problem but that was Fordham.
