They will settle civil claims once the details of the potential defenses of sovereign immunity and a few other items(gross negligence, etc.) are sorted out. Sovereign immunity is a tool to negotiate amount not get out of liability in this case, in my opinion. The lawyers on this board could offer a much more informed take on potential criminal and civil approaches. There are also a few articles(with more I suspect in the coming days) that weighed in on possible approaches. Every outlet has their legal expert/consultant who will probably be asked to weigh in at some point.
