either criminal or civil. Maryland is going to pay and yesterday's press conference was the opening deposit. They will settle civil claims once the details of the potential defenses of sovereign immunity and a few other items(gross negligence, etc.) are sorted out. Sovereign immunity is a tool to negotiate amount not get out of liability in this case, in my opinion. The lawyers on this board could offer a much more informed take on potential criminal and civil approaches. There are also a few articles(with more I suspect in the coming days) that weighed in on possible approaches. Every outlet has their legal expert/consultant who will probably be asked to weigh in at some point.
