Plus, like others have pointed out, the penalty right now is 10%. Maybe it goes up, maybe not. But, let's say we're in a future where college is essentially a 'single-payer' kind of system, guaranteed to cover anything if you can get a slot. Putting aside any possible long-term consequences of such a program (which would be out of your/their control and affect them to some degree whether or not they attend college at all), in the short term, it's good for them, they went to college and didn't have to pay anything at all. You get most of your money back, minus that penalty. But, that penalty can be thought of as the price of hedging against this future outcome. I know I'd pay 25k (probably higher) on the spot if I could be guaranteed that my kids (or me, for that matter) could be guaranteed that cost won't be a consideration around college in the future.
