As long as the costs can be financed through debt, the status quo isn't going to change. I'm being cynical but I doubt there will be a voluntary policy shift--if anything changes, it'll be because of a tighter environment for issuing and servicing that debt. But, when that happens, most likely the cost of college tuition isn't going to be at the top of your list of concerns. Basically, if there's a scenario where one of the outcomes is that the rich gain and the non-rich stagnate, I would not bet against that outcome for the foreseeable future. But, I could be wrong, though I think you would sooner see a single-payer health care system before you would see the same type of thing for tuition, if for no other reason than that 'everyone' needs some sort of health service at one time or another, and 'not everyone' needs higher education service. So, if you start seeing long-term, material control (let alone decrease) in health care costs, that might be a bellwether of something similar in tuition.
