That may be true, but the real power rests with the various committees

and subcommittees which are made up of college presidents, athletic directors, coaches, student-athletes, and conference commissioners. If the ACC did make a decision that violated the current DI bylaws, then I suspect either the Division I Interpretations Committee, Division I Competition Oversight Committee, Division I Football Oversight Committee, or the Division I Committee on Infractions would review the case and administer the punishment. Maybe even multiple committees would be involved in the matter.
