That approval was for conferences with less than 12 schools

I believe the ACC had proposed allowing all Conferences to select the 2 best teams. I believe that the NCAA only allowed it for conferences with 11 or less teams. In essence it allowed the Big 12 to have a title game. Previously, you had to have 12 teams and 2 divisions
