or new fans are added to the potential pool each year vs. how many current season ticket holders leave each year because priorities change? It is possible the numbers are very similar when factoring in the new alumni may not have the money available to pay the seat license to take those seats. Now you may say that existing season ticket holders can just move to "better seats" and the new alumni/fans can fill their vacated seats.

Is that still the right way to view it given the recent changes the athletic department made to the seat policy? If a section requires $2,000 to have access to the seat, then will VT allow someone, who only donates $1,500, the opportunity to pick that seat if VT doesn't have enough people donate $2,000? It is my understand (and I could be wrong), that if someone wanted to move into the $2,000 section, then he/she would have to give an additional $500 before being able to do it.
