Richmond had already approved the I-81 expansion project

and then scrapped it for whatever reason. FWIW I have seen a HS stadium empty that fast, then again 75% of the people had left by halftime because the score was 50-0. I think the only people left were the HS band, school admin, parents of the players, and a few visiting fans.

Honestly, I don't think VT will remove the bleacher seats from Lane and install traditional seats any time soon. The only way fans may see that and a retractable roof is if/when VT decides to build Lane 2.0.
