...wider seats, roof, add parking deck, expand 460, (for maximum 30 minute egress - (Hahahahahahahahaha) I've never seen a HS stadium empty that fast) expand 81, expand bathrooms and reduce costs to the fans.

Let's see. $4 billion / 65,000x7 / 50 years is only an added $175 per seat per game.
