NYC is a college basketball town more than football.

That Penn State-Rutgers football game you reference was topped by Duke-Syracuse basketball. 2.2 vs 2.8 in NYC. March Madness games are higher rated.

NYC is just not a big college football town. They give out the Heisman there and no one on the streets knows its going on. Syracuse helps capture NYC for the ACC, but they do it with basketball not football. The Notre Dame vs Syracuse football games do sell out Giants Stadium. But can't determine if ND is causing this or Syracuse or the combination of the two.
