Comcast is a different beast

ComcastSportsNet Philadelphia (now NBCSportsNet Philadelphia) is not available on Dish or DirecTV, and never has been. From 1996 to 2010, Comcast used the "terrestrial exception" rule to not even allow them to negotiate or even air the Phillies or Flyers CSNP broadcasts on their Center Ice or Extra Innings packages.

In 2010, the FCC ended the terrestrial exception rule, and Comcast has yet to enter into negotiations to allow carriage.

The terrestrial exception was for local networks that could remain off of satellite providers as long as the network didn't upload the broadcast to any satellite. Comcast didn't. Analysts have estimated that Dish and DirecTV have a combined 450,000 fewer subscribers because of this.
