Losing MD was bad, but why did ACC add Loserville over Navy?

I know, I know. Navy isn't a powerhouse in BBall. But I'm pretty sure the ACC didn't need another. Not awesome in football. But MD was a doormat. And Navy lacrosse is decent.
I ask you: where would you rather see a football game? College Park or Annapolis? Stadium isn't much smaller, and town is much more fun (College Park is somewhat close to DC, but it isn't DC). And it would have kept MD in the footprint. Oh, and you have a built-in National following. And, oh, a team that ND needs to play every year (if you believe ND might join ACC one day). Sorry to say this, but I would have considered the Navy for MD trade an overall upgrade.
L'ville, on the other hand, offers nothing to me. Location? Ugh. (Ohio and Miss rivers, but not Atlantic Coast). Academics? No need to comment, I assume. Cultural fit? I don't see it. Good history with VT? ABSOLUTELY NOT! And now we have the scandals.
Sure, Navy is a small school. And sort of like a private school. But that is 1/2 of the ACC! Can you say Wake, Duke, Miami, BC, Syracuse?
It is possible that Navy had no interest. And that would be fine. But if they were available, they would have been a better add!
