Nevada had less than 500K population in 1970.

Today it has 3 million. I think it is as simple as Nevada not being populous enough for the PAC12 until now. But I think Nevada has now grown enough to consider it. The State is large geographically with two distinct regions in Las Vegas area and Reno-Lake Tahoe area. They map well to the Southern California and Northern California parts of the PAC12.

Arizona and Arizona State were asked to join the PAC 8 in 1978. Arizona had less population in 1978 than Nevada has today.
