My understanding


was APR was to measure programs real progress toward fulfilling their academic mission and to penalize programs that gamed the old system specifically by playing the eligibility game(i.e., kept athletes eligible but, lacked real progress toward a degree). APR came in to existence in early 1990's while one and dones were not really an issue before the rules were changed by the CBA put in place in 2005 or around then.
