APR does not significantly punish...


early exits or transfers as long as players have grades and credit in line with normal progress toward a degree. The schools that get hammered usually have unexpected departures coupled with less than normal progress toward a degree. Not that difficult for "one and dones" to meet that threshold so schools like Duke, UK, etc. do not really get dinged for the exits. That low number for VT really raises questions about Wolfe's administration of the program and, more importantly, leaves Brooks with significantly reduced margins for error until those two years drop off the calculation.
