If KU and OU want to go to the B1G as their "first choice", they realize neither KSU (K-State) nor OSU (OK-State) can follow. Though OSU and KSU MIGHT have options other than staying in a "reformed" B12, it is unlikely. However, I believe each state realizes that IF the B1G is the preferred destination for the "flagship school", it is best to hope that Texas remains and can somehow maintain P5 status for the B12. If things evolve into a P4, then better to have one school in a P4 than none (possibly in Kansas' case) or hope that a "second choice" (probably the SEC) would take OSU to get OU. The in-state rivalry could be maintained by OOC games, if necessary.
